We’re going to post those challenges here to keep the TandemNSI community alerted to these opportunities because they rotate fast.

How it works

Called the Commercial Solutions Opening, the rapid contracting process starts with DIUx posting a military challenge on DIUx’s website. The challenges can vary across a wide range of technology challenges such as 3D printing micro drones or solving cyber vulnerabilities.

Interested companies then submit a solution brief on ways to use their technology to solve the challenge directly to the website. Certain companies will be invited to pitch their solutions to DIUx partners “using the same pitch deck and short concept papers they use to pitch their venture capital firms or their private sector customers,” said former Defense Secretary Ash Carter. It’s a merit based competition open to any startup or commercial firm.

“From there, things can move very, very quickly,” the former defense secretary said.

Once a solution is identified, “DIUx can then negotiate and execute fast, flexible, and collaborative awards with the goal to issue funding within 60 days of a first meeting with the company,” Carter said.

DIUx posted its first set of opportunities since the administration transition on Feb. 13. At the end of 2016, the innovation cell also posted a how-to guide to help other agencies adopt the process. You can find it here.

Opportunities

NEW: Multi Drone Defeat System

DIUx seeks a Counter Unmanned Aerial System (CUAS) to detect and intercept drones using omni and directional transmitting antennas. In order to be effective in combat environments, the system must counter five or more drones simultaneously in the 2.4 GHz and 5.8 GHz frequency ranges, as well as the 420-480 MHz range in order to provide protection from aircraft utilizing Ultra High Frequency (UHF) long range extenders. The system, including its antenna power, must be portable, weighing under 25 pounds. Operating temperature must be between -40 and 125 degrees Fahrenheit. Default detection range needs to be 0.5 miles with at least a 0.4 mile intercept range. Power options should include 120-220V AC, 12V DC external power or battery, 12V socket, BA5590 connector or an internal rechargeable battery with at least one hour of life. The system must automatically generate, catalogue and provide notifications for system status, to include power, interference, and fault condition. System must feature an intuitive UI, and maintain a log of detection and interception events for follow-on analysis. System must be deliverable within 60 days of contract award.

EXPIRED: Agile Systems Development Environment

Seeking the prototyping of a robust and scalable software development environment to enable the modernization of Department of Defense (DoD) command and control systems in a cloud infrastructure. Environment must include a scalable software development and production platform to enable continuous integration, continuous delivery, and operation of new applications, as well as the containerization, rehosting, and refactoring of existing DoD applications. Additionally, ideal solutions will consist of an ecosystem of software and platforms to rapidly deploy advanced commercial capabilities, to include, but not limited to, workflow, geospatial services, data analytics and visualization, and data management. Prototype will be deployed to a government cloud and/or an on premise cloud infrastructure, and the effectiveness of the solutions will be demonstrated though the migration and modernization of a collection of current DoD applications. Solutions must be commercially viable and ready to support the application migration within 30 days of award.

EXPIRED: Quantitative Augmentation of Enterprise-level Decision Processes

DIUx is seeking a partner or partners that possess a set of validated enterprise-level machine learning software products to quantitatively augment a decision process. The partner(s) should be able to prepare (clean, normalize, error mitigate, etc.) at least six structured and unstructured enterprise-level data sets. The partner(s) should be able to apply their products to these data sets and demonstrate predictive analytics and portfolio optimization at a minimum. Partner(s) should provide a user-friendly interface to leverage these capabilities into a pertinent decision process. The partner(s) must demonstrate: the validity and maturity of their methodologies and algorithms respectively during program evaluation; prove commercial viability within 30 days of contract award; and be able to demonstrate the application of its tools and techniques within 60 days of contract award. The initial prototype must be completed within 6 months of contract award. DIUx encourages teaming in the event that your company cannot satisfy each component of the solicitation. Please include proposed teaming arrangements in your solution brief and whether they are prospective or defined.

EXPIRED: Acoustic Counter-UAS System

The Department of Defense seeks a solution capable of acoustically detecting, classifying, and/or localizing small unmanned aerial systems (groups 1 and 2). Solutions should have the ability to detect and identify a drone within 300m of the sensor. Must be able to operate in noisy environments; use acoustic signature of unmanned aerial systems to identify as common commercial systems and/or components; survive common field weather conditions; alert and notify operator of drone presence; and prove, within 60 days, the ability to integrate with a command and control system via software APIs over a common network. Company must prove technical viability of their approach during a field test within 90 days.

EXPIRED: Passive, Optical Counter-UAS Detection System

The Department of Defense seeks an optical sensor able to passively detect, identify, classify, and track multiple Unmanned Aerial Systems during day, night, and all-weather operations. The sensor should generate high resolution, real-time three-dimensional volumetric representation of target objects and track a target’s motion in three-dimensions at distances greater than one kilometer. Additionally, the sensor should be able to easily integrate with other solutions as well as command and control systems, require minimal power, both computationally and mechanically/electronically, and be deployable on a mobile platform. This solicitation is limited to U.S. companies and requires a practical demonstration.

EXPIRED: On-Demand Prototype Design, Development and Fabrication

Provide digital design, development and rapid fabrication services in support of advanced prototype creation and bridge-to-production low volume manufacturing. Manufacturing processes should be highly automated and capable of producing high-quality end-use parts or full prototype solutions, and be optimized for low-volume and on-demand production. Techniques should include, but not be limited to, advanced injection molding, CNC machining and 3D printing services using a variety of materials such as engineering plastics, metal, wood, rubber, fabrics and silicone. In addition to manufacturing, solutions should include design, concept validation and engineering for mechanical and electrical components. Integration should include system assembly, design optimization, environmental and functional testing, certification support, and production techniques. Vendor must be International Traffic in Arms Regulations (ITAR) compliant and registered with the Department of State Directorate of Defense Trade Controls (DDTC). Initial manufacturing samples or proofs should be ready for inspection in 3-5 weeks from submission of design files.

EXPIRED: Command, Control, and Situational Awareness

Web-based software platform supporting defense contributions to the US Government’s shaping and influence efforts. Must provide defense users the ability to visualize relevant activities and operational metrics, collaboratively plan and approve defense activities, and monitor/manage subsequent execution. Platform must be capable of processing and displaying relevant US government and publicly available information on accredited networks at various classification levels in order to support decision making. Platform must support various analytics and visualizations suitable for operations centers, individual workstations, and tablets/smart phones. Platform must provide a “plug and play” architecture so that individual data sources and/or analytics can be added or replaced based on cost, performance, and other factors.

Key performance criteria include:
• A functional prototype or higher level of maturity, with demonstrated real-world use
• A demonstrated ability to deploy to multiple networks
• Support for federated deployments / communications between deployed instances
• Fine-grained user access controls, with support for PKI certificates
• Ability to store, process, and display organizational plans, objectives, and activities
• Ability to store, process, and display news, social media, and broadcast television content
• Semantic-reasoning capabilities that leverage access to organizational knowledge (plans, objectives, activities, etc.) to identify additional information of interest to system users.

EXPIRED: Cyber Incident Response Toolkit

Software solutions for a cyber incident response tool kit that offer the following capabilities: discovery, identification, containment, eradication, recovery, information sharing, and capturing lessons learned. Software will be looked at independently as well as within the context of the other coordinating tools. Any training necessary to operate tools should be included in submission for consideration.
